Mr. Lyons has over 25 years experience in International Financial Management, Construction & Real Estate Development of world class projects, retail start ups and operations, as well as, large private specialty retailers, venture capital and private investment banking groups. Tom Lyons has held numerous senior management positions, including, but not limited to Chief Financial Officer and Chief Operating Officer in domestic & International Corporate Finance and Operations. Combined with expert strategic and tactical financial expertise with strong qualifications in international general management, human resources and complex domestic and international transactions both structuring / negotiations. Tom Lyons’ extensive work experience includes executive management on the establishment of the first world class financial market in the Middle – East in U.A.E., as Head of Project Developer to include a stock exchange, clearing houses, financial & commodity trading center, trader & broker regulations, security regulations including the planning and setup of the real estate development valued at $7B US Dollars to be based on the latest cyber technologies, e-commerce and IT platforms. Some of the major constructions projects, Mr. Lyons has worked on are: Saadiyat Island Development - United Arab Emirates - $7B; Canary Wharf Development - London England - $12B; Harbor Point Development - Boston USA - $600M; Commerzbank Tower - Frankfurt Germany - $400M; Jubail Industrial City - Kingdom of Saudi Arabia -$6B (Bechtel - $400M).

Functions & Responsibilities

  • Responsible for the selection and management of general contractors, sub-contractors and specialty-trade representatives
  • Executive management of all development and construction bidding and bid awards
  • Management of project value engineering, on-site management and the development of construction schedules
  • Director of construction sourcing
  • Liaise with UAE Government, permit agencies, local legal authorities and Argentum Development partners
